The Government Launches Nationwide Digital Real Estate Services

The Ministry of Land Management, Urban Planning, and Construction (MLMUPC) has launched a nationwide digital system for real estate services, enabling individuals to conduct property transactions online, including sales, donations, mortgages, and pledges.

 

The digital platform, accessible via cadastral.mlmupc.gov.kh, was launched by the General Department of Land Management, Urban Planning, Construction, and Cadastre, coinciding with the 46th anniversary of Victory over Genocide Day on January 7th.

 

This initiative aligns with the government's strategy to promote digital economic and social development within the first phase of the Pentagon Strategy. The online system aims to simplify property management and transfers for both individuals and businesses.

 

The project focuses on providing online services for real estate sales, facilitating the transfer of ownership between parties and streamlining the legal processes involved. The platform also supports property donations, allowing for the legal transfer of property without financial compensation, provided both parties agree to the transaction.

 

Furthermore, the system facilitates mortgages and pledges, where property is used as collateral to secure debts. This allows creditors to take possession of the property in case of default, granting them priority over other claims.

 

To improve public service efficiency and convenience for residents of the capital, the MLMUPC has also initiated a pilot program for specific cadastral services in Phnom Penh. These services include automated numbering, land consolidation, co-ownership separation, and undivided property ownership separation.

 

The new online system offers several key benefits for landowners. It expedites land registration and related procedures, reducing the need for time-consuming visits to various institutions for document verification. It also aims to reduce informal expenses, such as administrative fees typically incurred by applicants. Moreover, the platform enhances security and builds trust by protecting legally established land ownership rights.

 

For payment processing, the digital platform has been integrated with two leading Cambodian financial institutions: Advanced Bank of Asia Limited (ABA) and Acleda Bank Plc, known for their secure payment services.

 

In addition to these core functions, cadastral.mlmupc.gov.kh will offer further features in the future, including land consolidation and division tools, and a land announcement function. The land announcement feature will provide landowners with updates on pending land announcements and revisions related to systematic land registration.

 

The online system also includes a document and request storage function, enabling users to review and track the history of submitted documents, ensuring transparency and providing easy access to essential land-related records.
